Councillors are summoned to join the scheduled Parish Council Meeting on
Monday 13 September 2021 at 7.00pm at Wigmore Village Hall following a presentation to the Parish Council.
The Press & Public are cordially invited to attend.

A presentation to the Parish Council by Mr John Williams BA of PlanIT Planning and Development Ltd, on a proposed development, Perryfields, in Bury Lane. PlanIT will arrange a separate meeting for residents. 15 Minutes.

AGENDA

1. Apologies. To receive apologies for absence.
2. To receive Declarations of interests and written requests for dispensations.
3. Co-option. To consider co-option of a Parish Councillor for Leinthall Starkes and note vacancy for Wigmore councillor.
4. Open Session
4.1. To receive report from Ward Cllr Carole Gandy
4.2. To receive views of residents on parish matters.

5. Minutes. To approve minutes of the scheduled meeting 12 July 2021.

6. Finance
6.1. To note Current Account balance £ 35,235.04 including payments authorised in July and £267 to Countrywide Grounds Maintenance; £573.43 Clerk’s Payroll Month 4; PAYE £92.60; £25.70 & £26.33 DDs paid to Southern Electric for Streetlights on 19 July and 20 August.
6.2. Payments. To approve payments as in Appendix 1.

7. Planning
7.1. To consider responses to applications to be determined by Herefordshire Council:
P211996/F – Planning Permission The Stables Leinthall Starkes Ludlow Herefordshire SY8 2HP, Proposed single storey extension to the existing house. A retrospective application for a studio outbuilding. A change of use from agricultural land to residential. Extension agreed: 14 September
7.2. To consider establishing a Planning Working Group

9. Section 106 Parish Wish List. To consider the needs of the community and requests for new infrastructure under Section 106 in response to request from Yvonne Coleman, Planning Obligations Manager, Herefordshire Council.

10. To consider response to Herefordshire Council on Strategic Housing Provision in the Parishes, deferred from July meeting.

11. SmartWater To consider indefinitely deferring We Don’t Buy Crime scheme in light of responses from residents.

12. Highways
12.1. To consider purchase of 6 x A3 Corex temporary signs to be located on C1019 at Elton and Pipe Aston.
12.2. Horse signage. To consider indefinitely deferring this request in light of advice from Balfour Beatty.

13. To consider participating in Wigmore Community Centre Open Day on Saturday 18 September.

14. Village Volunteer Groups. To receive an update on progress.

15. Bury Lane Community Field.
15.1. To confirm membership of working group.
15.2. To note monthly inspection of play equipment.
15.3. To note receipt of Annual Inspection Report, and consider actions required. (Pages 7-11).
15.4. To ratify decision to cut and remove long grass as a first stage of establishing the wildflower meadow.
15.5. To note response from Countrywide Grounds Maintenance in relation to 15.4.
15.6. To note progress on applications for hedge plants from Close the Gap Community Hedge Fund and Woodland Trust.
15.7. To re-consider a fence, to give a clear delineation of the boundary of the Community Field.

16. Streetlights.
To consider any action required to further arrangements for transferring responsibility of 10 streetlights from Wigmore Group Parish Council to Herefordshire Council.

17. To receive an update on Planning Matters re Holiday Home Park to the rear of the Castle Inn and agree appropriate action.

18. Information items, correspondence & training. To note and action, as necessary.

19. To raise matters for next scheduled meeting: Monday 11 October 2021.
